Your Privacy Matters to CBU eCampus

Protecting your private information is our priority. This Statement of Privacy applies to https://cbu.ecampus.edu.zm and governs data collection and usage. For the purposes of this Privacy Policy, unless otherwise noted, all references to CBU eCampus include https://cbu.ecampus.edu.zm/ and CBU eCampus. By using a CBU eCampus partner website, you consent to the data practices described in this statement.

Collection of your Personal Information

CBU eCampus may collect personally identifiable information, such as your name. If you purchase CBU eCampus’s products and services, we collect billing and credit card information. This information is used to complete the purchase transaction. CBU eCampus may also collect anonymous demographic information, which is not unique to you, such as your age, gender, household income, race, and education. We may gather additional personal or non-personal information in the future.

Information about your computer hardware and software may be automatically collected by CBU eCampus. This information can include your IP address, browser type, domain names, access times, and referring website addresses. This information is used for the operation of the service, to maintain the quality of the service, and to provide general statistics regarding the use of the CBU eCampus website.

Use of your Personal Information

CBU eCampus collects and uses your personal information to operate its website(s) and deliver the services you have requested. CBU eCampus may also use your personally identifiable information to inform you of other products or services available from CBU eCampus and its affiliates. CBU eCampus may also contact you via surveys to conduct research about your opinion of current services or of potential new services that may be offered. CBU eCampus may keep track of the websites and pages our users visit within CBU eCampus, to determine what CBU eCampus services are the most popular. This data is used to deliver customized content and advertising within CBU eCampus to customers whose behavior indicates that they are interested in a particular subject area.

Student Refund Policy

  1. INTRODUCTION AND SCOPE 

1.1 This Student Refund Policy (“Policy”) is established by Astria Learning (“Astria,” “we,” “our,” or “us”) and applies to all students enrolled in courses or programs through the Astria Campus Management System (ACMS) eCampus platform. 

1.2 This Policy governs all financial transactions, fees, and potential refunds related to educational services provided through our eCampus platform in partnership with educational institutions worldwide. 

1.3 By enrolling in any course or program through the ACMS eCampus platform, you acknowledge that you have read, understood, and agree to be bound by this Policy. This Policy forms part of the Terms and Conditions that govern your use of our services. 

1.4 This Policy is designed to be compliant with applicable laws and regulations across the various jurisdictions in which we operate, including but not limited to North America, Europe, Africa, the Middle East, Asia, and Oceania. Where local laws provide for greater consumer protections than those outlined in this Policy, the local legal requirements shall prevail. 

  1. DEFINITIONS 

2.1 “Application Fee” refers to any fee paid during the application process to an educational program or course delivered through the ACMS eCampus platform. 

2.2 “Tuition Fee” refers to fees paid for enrollment in and access to educational courses or programs delivered through the ACMS eCampus platform. 

2.3 “Administrative Fee” refers to any fee charged for administrative services, including but not limited to document processing, credential verification, and technical support. 

2.4 “Duplication Transfer” refers to a situation where a student has been charged multiple times for the same service or has made duplicate payments in error. 

2.5 “Withdrawal” refers to a student’s formal discontinuation of enrollment in a course or program.

2.6 “Partner Institution” refers to any educational institution that has partnered with Astria Learning to deliver educational content through the ACMS eCampus platform. 

  1. NON-REFUNDABLE FEES 

3.1 Application Fees 

3.1.1 All application fees are NON-REFUNDABLE under any circumstances, including but not limited to: 

  • Rejection of application
  • Withdrawal of application by the applicant
  • Failure to meet admission requirements
  • Failure to complete the application process
  • Change of mind by the applicant
  • Provision of false or misleading information in the application

3.1.2 Application fees cover the administrative costs of processing applications, regardless of the outcome, and constitute a legitimate service rendered upon submission of an application. 

3.2 Tuition Fees 

3.2.1 All tuition fees paid for courses or programs delivered through the ACMS eCampus platform are NON-REFUNDABLE. The only exceptions to this policy are those specifically outlined in Section 4: Exceptional Circumstances for Refund Consideration. These exceptions include, but are not limited to, cases of double payment, institutional error, course cancellation, legal requirements, and other scenarios as expressly described in that section. 

No refunds will be granted under any other circumstances. 

3.2.2 This non-refundable status applies regardless of: 

  • Student’s academic performance
  • Student’s satisfaction with the course or program
  • Changes in student’s personal or financial circumstances
  • Student’s ability to complete the course or program
  • Technical issues not attributable to Astria Learning or the Partner Institution

3.2.3 Students receiving financial aid, scholarships, or third-party payments are subject to the refund policies of the funding source in addition to this Policy, and whichever is more restrictive shall apply.

3.3 Administrative Fees 

3.3.1 All administrative fees, including but not limited to technology fees, library access fees, and credential verification fees, are NON-REFUNDABLE. 

  1. EXCEPTIONAL CIRCUMSTANCES FOR REFUND CONSIDERATION 

4.1 Duplication Transfers 

4.1.1 Refunds may be considered on a case-by-case basis for verifiable duplicate payments or transfers where: 

  • The student can provide documented evidence of multiple charges for the same service ● The duplication is verified by our financial records
  • The request is submitted within thirty (30) calendar days of the duplicate charge

4.1.2 If approved, the refund will be processed for the duplicated amount only, minus any applicable processing fees. 

4.2 Institutional Error 

4.2.1 Refunds may be considered where there is documented evidence of a significant error by Astria Learning or a Partner Institution that: 

  • Materially affects the delivery of the educational service
  • Cannot be reasonably remedied through alternative means
  • Is acknowledged in writing by an authorized representative of Astria Learning or the Partner Institution

4.3 Course Cancellation 

4.3.1 In the event that Astria Learning or a Partner Institution cancels a course or program prior to its commencement, and no suitable alternative is offered, tuition fees paid specifically for that course or program may be refunded. 

4.3.2 Application fees remain non-refundable even in the event of course cancellation. 

4.3.3 If a suitable alternative course is offered by the Partner Institution but declined by the student, Astria Learning and the Partner Institution reserve the right to deny a refund. 

4.4 Legal Requirements 

4.4.1 Refunds will be processed when required by applicable local laws that cannot be lawfully varied by this Policy.

4.5 Military Service 

4.5.1 Students who withdraw from courses due to unexpected military duty or deployment may be eligible for a tuition refund, subject to: 

  • Provision of official military orders
  • Compliance with the Partner Institution’s military service policies
  • Submission of the request within the timeframes specified in Section 5 4.6 Deceased Student 

4.6.1 In the event of a student’s death, a pro-rated refund of tuition fees may be issued to the student’s estate, subject to: 

  • Provision of a death certificate or other official documentation
  • Deduction of any scholarships, discounts, or financial aid received
  • Approval from both Astria Learning and the Partner Institution

4.7 Discretionary Authority 

4.7.1 Astria Learning and Partner Institutions reserve the right to review and make determinations on refund requests that fall outside the scope of this Policy on a case-by-case basis. 

4.7.2 Any exceptions to this Policy must be approved in writing by authorized representatives of both Astria Learning and the Partner Institution. 

4.7.3 The granting of an exception in one instance does not create a precedent or right to similar exceptions in other cases. 

4.8 Processing Fee Deduction 

Except where prohibited by applicable law or otherwise specified in this Policy, all approved refunds issued under Section 4 shall be subject to a processing fee deduction. This fee will be clearly stated in the refund approval communication and is intended to cover administrative and financial service costs associated with processing the refund. 

  1. REFUND REQUEST PROCEDURE 

5.1 Submission Requirements 

5.1.1 All refund requests must be submitted in writing through the official ACMS eCampus support channel or via email to the designated refund request address provided by your Partner Institution. 

5.1.2 Refund requests must include:

  • Student’s full name
  • Student ID number
  • Course or program details
  • Date(s) of payment
  • Amount paid
  • Reason for refund request
  • Supporting documentation

5.1.3 Incomplete refund requests will not be processed until all required information and documentation have been submitted. 

5.2 Timeframes 

5.2.1 Refund requests for duplication transfers must be submitted within thirty (30) calendar days of the duplicate transaction date. 

5.2.2 Refund requests submitted after the applicable timeframes will be automatically denied unless exceptional circumstances prevented timely submission and such circumstances are documented. 

5.3 Review Process 

5.3.1 All refund requests will be reviewed on a case-by-case basis by authorized personnel from Astria Learning and, where applicable, the Partner Institution. 

5.3.2 Decisions on refund requests will be communicated in writing to the requesting student within thirty (30) calendar days of receipt of a complete refund request with all required documentation. 

5.3.3 All decisions regarding refunds are final and binding, except where otherwise required by applicable law. 

5.4 Institutional Approval 

5.4.1 All refund approvals require the documented consent of both Astria Learning and the Partner Institution. 

5.4.2 Neither Astria Learning nor a Partner Institution may independently approve refunds without the other party’s consent, except where specifically authorized under a written agreement between the parties. 

5.5 Administrative Hold 

5.5.1 Students with outstanding financial obligations to Astria Learning or a Partner Institution will not be eligible for refunds until such obligations are satisfied.

5.5.2 Refund requests from students whose accounts are under review for violation of academic integrity policies, terms of service, or other institutional policies may be held in pending status until such reviews are completed. 

  1. PAYMENT OF APPROVED REFUNDS 

6.1 Refund Method 

6.1.1 Approved refunds will be processed using the same payment method used for the original transaction wherever possible. 

6.1.2 If the original payment method is no longer available or valid, an alternative refund method may be used at Astria Learning’s discretion. 

6.2 Currency 

6.2.1 Refunds will be issued in the same currency as the original payment. 

6.2.2 Any currency conversion costs or fluctuations between the time of payment and refund are the student’s responsibility and will not be compensated. 

6.3 Timing 

6.3.1 Approved refunds will be processed within thirty (30) calendar days of the approval date. 

6.3.2 The actual receipt of funds may take additional time depending on the payment processor and financial institutions involved. 

  1. FINANCIAL AID, SCHOLARSHIPS, AND THIRD-PARTY PAYMENTS 

7.1 Financial Aid 

7.1.1 Refunds for payments made through financial aid, government loans, or similar programs will be processed in accordance with the requirements of the lending or granting organization and applicable laws. 

7.2 Scholarships 

7.2.1 Refunds for payments made through scholarships will be returned to the scholarship provider, not the student, unless otherwise specified by the scholarship provider. 

7.3 Employer or Third-Party Payments

7.3.1 Refunds for payments made by employers or other third parties will be returned to the original payer, not the student, unless otherwise authorized in writing by the original payer. 

  1. INTERNATIONAL STUDENTS 

8.1 For refunds involving international transactions: 

  • All international wire transfer fees and processing charges will be deducted from the refund amount
  • Compliance with international banking regulations may affect processing times ● Additional documentation may be required to satisfy anti-money laundering regulations
  1. TAX IMPLICATIONS 

9.1 Any tax implications associated with refunds are the student’s responsibility. 

9.2 Astria Learning will provide documentation of refunds as required by applicable tax authorities. 

  1. POLICY CHANGES 

10.1 Astria Learning reserves the right to amend this Policy at any time. 

10.2 Changes to this Policy will be effective upon posting of the revised Policy on the ACMS eCampus platform. 

10.3 The Policy in effect at the time of payment will govern any refund request related to that payment. 

  1. GOVERNING LAW AND DISPUTE RESOLUTION 11.1 Governing Law 

11.1.1 This Policy shall be governed by and construed in accordance with the laws of the State of Florida, USA, without regard to its conflict of law principles, except where local laws mandatorily apply and cannot be varied by contract. 

11.2 Dispute Resolution 

11.2.1 Any dispute arising out of or relating to this Policy shall first be addressed through the refund request procedure outlined in Section 5.

11.2.2 If the dispute cannot be resolved through the refund request procedure, it shall be resolved through the dispute resolution procedures established by the applicable Partner Institution. 

11.2.3 If such procedures do not resolve the dispute, the dispute shall be resolved through binding arbitration in accordance with the Commercial Arbitration Rules of the American Arbitration Association, and judgment on the award rendered by the arbitrator(s) may be entered in any court having jurisdiction thereof. 

11.2.4 Any arbitration shall be conducted in English and shall take place in Tampa, Florida, USA, unless prohibited by local law. 

11.2.5 The student agrees that any dispute resolution proceedings will be conducted only on an individual basis and not in a class, consolidated, or representative action. 

11.3 Limitation Period 

11.3.1 Any legal action arising from or related to this Policy must be commenced within one (1) year from the date the cause of action accrued. 

11.3.2 After that time period, all legal actions are barred. 

11.4 Class Action Waiver 

11.4.1 To the maximum extent permitted by applicable law, students waive any right to pursue disputes on a class-wide basis, including class actions, class arbitrations, or consolidated actions, unless such waiver is prohibited by law. 

11.5 Indemnification 

11.5.1 Students agree to indemnify, defend, and hold harmless Astria Learning and Partner Institutions, including their respective officers, directors, employees, and agents, from and against any claims, liabilities, damages, losses, and expenses arising out of or in any way connected with the student’s violation of this Policy. 

11.6 Relationship Between Astria Learning and Partner Institutions 

11.6.1 Nothing in this Policy shall be construed to create an agency, partnership, joint venture, or employment relationship between Astria Learning and any Partner Institution. 

11.6.2 Each institution is independently responsible for its own actions, and neither party shall have the authority to bind the other. 

  1. FORCE MAJEURE

12.1 Neither Astria Learning nor any Partner Institution shall be liable for any failure or delay in the performance of its obligations under this Policy due to events beyond its reasonable control, including, but not limited to, natural disasters, war, terrorism, pandemics, government actions, or other force majeure events. 

12.2 Such events shall not entitle students to refunds beyond those specifically provided for in this Policy. 

  1. SEVERABILITY 

13.1 If any provision of this Policy is held to be invalid, illegal, or unenforceable for any reason, such provision shall be eliminated or limited to the minimum extent necessary so that the remaining provisions of this Policy will continue in full force and effect. 

  1. ENTIRE AGREEMENT 

14.1 This Policy, together with the Terms and Conditions and Privacy Policy, constitutes the entire agreement between the student and Astria Learning regarding refunds.

15.2 All refund-related documentation and records will be retained by Astria Learning for five (5) years from the date of the refund request or transaction, whichever is later. 

15.3 Except as otherwise provided in Section 3.2.5, refund requests for each academic term must be submitted within five (5) working days after the course start date, unless the request pertains to a duplicate transaction, in which case the timeframes specified in Section 5.2.1 shall apply. 

  1. COMPLIANCE WITH ACCREDITATION STANDARDS 

16.1 Accreditation Requirements 

16.1.1 This Policy is designed to comply with the standards and requirements of various accreditation bodies that may oversee Partner Institutions, including but not limited to: 

  • Regional accreditation bodies (e.g., SACSCOC, HLC, WASC, MSCHE)
  • National accreditation bodies
  • Professional accreditation organizations
  • International quality assurance agencies

16.1.2 Where a Partner Institution’s accreditation requirements mandate specific refund practices, the Partner Institution’s policies will be incorporated by reference into this Policy for students of that institution. 

16.2 Regulatory Compliance 

16.2.1 This Policy is designed to comply with: 

  • U.S. Department of Education regulations regarding Title IV financial aid ● State education department regulations
  • International higher education regulations in jurisdictions where Astria Learning operates
  • Consumer protection laws applicable to distance education

16.3 Documentation and Reporting 

16.3.1 Astria Learning will maintain all records of refund requests, approvals, and denials for a minimum of five (5) years as stated in Section 15.2. 

16.3.2 Upon request, Astria Learning will provide Partner Institutions with reports on refund activities for compliance with accreditation reporting requirements. 

By enrolling in any course or program through the ACMS eCampus platform, you acknowledge that you have read this Student Refund Policy, understand it, and agree to be bound by it.
